The Humphrey Fellowship Program, a Fulbright Exchange, builds connections between U.S. and foreign leaders to advance solutions to the most pressing global challenges, from combatting climate change, to protecting human rights, increasing access to education, and building global health security. It is fully funded by the U.S Department of State and administered by the Institute of International Education.
The Humphrey Fellowship Program was founded in 1978 to honor the late Senator and Vice President Hubert H. Humphrey. President Jimmy Carter announced the establishment of the Humphrey Fellowship Program in Venezuela with the intent to create a program that embodied the values of democracy, social justice, and a desire to assist the world’s developing nations. In 1979, the first Humphrey Fellows arrived in the United States, welcoming 27 mid-career professionals from 24 countries to 11 U.S. universities.
Approximately 150 fellowships are awarded annually.

This ten-month Fellowship program is offered to mid-career professionals with a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent non-degree study at a leading U.S. university. Humphrey Fellows who meet the eligibility requirements apply for the program through their Binational Fulbright Commissions or Public Affairs Section of the U.S. embassy in their home countries.

The Humphrey Fellowship Program is based at 13 host universities across the United States. Humphrey Fellows are placed in cohorts of approximately 12 Fellows representing different countries and regions worldwide. For an academic year, they bring a wealth of experience and perspective to share with faculty, students, and the university community at large. The ten‐month, non‐degree program provides an excellent opportunity to enhance the international orientation of the host university.
